Cycles, no
The diagram in the following figure, although it talks about mental maps, is not, because its arrows form cycles. When there is a cycle, it is possible to start from a topic and return to it following the lines. A perfect hierarchy has no such paths.
There is a formally defined diagram, the concept map, which allows for any links between topics, and these links also have text. The figure below shows a concept map about the concept maps themselves.
Does this have a name??
This other one has even less resemblance to a mind map. Although it has elements evidenced in the space, it is very discursive and the relationships between the elements are not indicated. And the only figure is decorative, it does not illustrate any element.
In addition, the most prominent term, "Genetics", is not the central idea, it is the context. Perhaps this figure can be better called a semi-structured summary.
Without organization, even less
The following figure is taken from an introductory page on mind maps for entrepreneurs. Honestly, it seems to me better described as a jumble of figures. The worst aspect in my assessment is that, being for beginners, it can generate a negative impression on readers that will prevent them from seeking to delve deeper into the subject.
